Limit to submission number

Maybe I miss some point, but why are you setting a limit to the number of submissions per user??

@rezhak21 Hi, without a limit to the number of submission per user, the winner would be the user who sends more strategies, in the end some of them would work by chance without having any meaning. Limiting the number of submissions per user is a first attempt to limit overfitting.
